The First Accord
The First Accord was written after the Chainbreak by towns that agreed on very little except that living creatures could no longer disappear into private custody without a trace.
What it established
The Accord defines sanctuary rights, minimum care obligations, the Keeper license, documented transfer, and a continuing provenance record for creatures passing through lawful custody.
Where it reaches poorly
Registry offices beyond Mirecross are unevenly funded. Some communities receive inspectors more reliably than medicine, route repair, or clerical support. Forged seals thrive where official paperwork is both compulsory and difficult to obtain.
A law still argued over
Accord loyalists credit the system with making trafficking harder to hide. Reformers point to distant offices and unequal enforcement. Underway networks describe the same gaps as evidence that the Registry was never entitled to authority in the first place.
