What it protects
The Accord defines sanctuary rights, minimum care, legal custody, documented transfer, and the Keeper license. It prevents a creature from becoming anonymous property in the public economy.
What happened
Where it fails
Registry offices are underfunded outside Mirecross, forged seals circulate, and distant communities often receive enforcement without support. Those gaps feed the Underways.

Player choice
A player can uphold, reform, exploit, or evade the Accord. Mechanical rules remain clear even when characters disagree about its legitimacy.
