The Accord institution responsible for Keeper licenses, documented creature custody, transfers, provenance, and the basin’s shared civic record.
The Fen Registry was created by the First Accord to make custody and Keeper authority traceable across town lines. Its records are respected most where its clerks, inspectors, and support offices are actually present.
Office remit
Registry offices issue Keeper licenses, record legal creature custody and transfer, maintain provenance files, and preserve civic filings used by towns and Circles. The central office does not claim every record is true; it claims every alteration should leave a trail.
Registry House
Mirecross’s Registry House holds the busiest public desk in the basin. Seal, Registry name Neris Tal, handles licenses, transfer papers, provenance questions, and the kind of damaged documents that other clerks quietly put in a separate tray.
Changing a registered name
A Fenborn’s registered name is part of its continuing record, not an ordinary profile preference. A Keeper in Mirecross may petition for a naming rite by presenting a Registry Name-Seal. The seal is consumed when the new name is entered, each Keeper may perform at most two such rites on the same creature, and every earlier registered name remains in that creature’s permanent identity history. Changing custody does not erase earlier names; a new Keeper receives their own two-rite allowance.
Known limitations
Distant offices are underfunded, forged seals circulate, and some communities encounter enforcement more often than assistance. Those gaps are not footnotes to the Accord; they are part of the reason disputed records and private transfer networks continue to exist.
