The Fen Registry was created by the First Accord to make creature custody and Keeper authority legible instead of disposable. Its Mirecross public office, Registry House, handles licenses, transfers, provenance, and civic records.
What enters the record
Keeper licenses, legal creature custody, documented transfer, and provenance all pass through Registry systems. The goal is continuity: a creature should not become anonymous property because it changed hands.
Registry House
Mirecross’s Registry House is the basin’s most visible public records office. Seal, the clerk whose Registry name is Neris Tal, handles licenses, transfers, provenance questions, and civic records at the public desk.
Where the system fails
The First Accord is not evenly supported across the basin. Distant offices are underfunded, forged seals circulate, and enforcement can arrive where practical support does not. Those gaps are part of why disputed records and illicit transfer routes continue to matter.
