A Circle may be formal, improvised, respectable, or notorious. Recognition still requires enough written responsibility that another person can determine who acted for it.

What the office will hold you to
- Recognized Circles keep a charter identifying their stated purpose and officers.
- Treasury changes are recorded as ledger events rather than an unexplained editable total.
- Applications, officer changes, removals, and other consequential membership actions leave a record appropriate to the action.
- Circle projects record individual contribution rather than treating the whole membership as one undifferentiated actor.
Authority must have a name
Charter rejects filings that grant broad spending or removal power to “the Circle” without identifying which office can exercise it. Collective purpose does not remove individual responsibility.
Dormant does not mean erased
A dissolved or inactive association can leave seals, debts, property, and old permits behind. Circle Hall keeps those records because dormant organizations have an irritating tendency to reappear on newer paperwork.
